Salmon Oliver Levinson was born on December 29, 1865 to Newman David and Minne (Minna) Levinson, poor Jewish immigrants from Prussia, in Noblesville, Indiana.
After graduating from Noblesville High School, Levinson attended the Old University of Chicago (1857-1886) for three years before transferring to Yale University from which he graduated in 1888. In 1891, he received an LL.B degree from Lake Forest College and was admitted to the Illinois State Bar. That same year he embarked on a legal career as an attorney practicing in Chicago. As a lawyer, Levinson specialized in industrial organizations and corporate law, however he often took on pro bono cases for those in need.
Levinson was married to Helen Bartlett and later to Ruth Langworthy, and was the father of four children - John, Horace Cilley, Ronald Bartlett and Helen Furnas.
Levinson's peace activism started in earnest during the First World War when he tried to persuade Allied and German leaders to come to an accord. During World War I and its aftermath he became a steady proponent of the Outlawry of War, a political movement to abolish war. He sought to legally ban war both for ethical reasons and for the large financial costs to the belligerent nations. While at first supporting the idea of a League of Nations, he vociferously opposed it as it did not include a plan for outlawing war in the League covenant and he protested against the Treaty of Versailles. He consulted with President Warren T. Harding and Senator Philander C. Knox on his peace plan and presented the Knox-Levinson Outlawry of War Plan to the Disarmament Conference. He also worked closely with Senator William E. Borah on his peace campaigns. He later consulted on what would eventually become the 1928 Kellogg-Briand Pact with French politician Aristide Briand. This international agreement was signed by the governments of the United States, France, the United Kingdom, Germany, and Japan, with a total of 62 nations agreeing to not use war to resolve international conflict. The Pact is considered to be a predecessor for the eventual United Nations charter.
Along with his work on behalf of international peace, Levinson worked closely with Jane Addams on philanthropic efforts in Chicago. Other charitable interests included Yale University, various Jewish causes including financial support for the refugee crisis created by the rise of Nazism in the 1930s. In 1914, he established the Levinson Prize for Poetry magazine, which is still administered today.
In 1929 Levinson gave $50,000 to the University of Idaho to establish the William Edgar Borah Outlawry of War Foundation and in 1930 his name was put forward for the Nobel Peace Prize. In 1931 in he was given the Rosenberger Medal by the University of Chicago for his work in international relations. In 1934 he was decorated with the French Legion of Honor. He was also the author of "Aggression, International," for The Encyclopedia of the Social Sciences. Salmon Levinson passed away after a long period of illness on February 2, 1941.
The Salmon O. Levinson papers include correspondence, political essays, materials related to the "Outlawry of War" efforts, awards and materials and papers on Poetry magazine. This collection contains over 40,000 letters including correspondence between Levinson and Presidents Coolidge, Hoover, and Franklin Roosevelt, Senators William E. Borah and Philander C. Knox, and major figures such as Charles W. Eliot, John Dewey, Walter Lippmann, Justice Florence E. Allen. Internationally, Levinson corresponded with Lord Robert Cecil, Lord Lothian and Professor Gilbery Murray of the United Kingdom. France decorated him with the Croix de Chevalier de la Legion d'Honneur (French Legion of Honor) in 1934 and at the University he was presented with the Rosenberger award that same year for his contributions to political relations. Also included in the collection are materials relating to Levinson's legal work in the reorganization of industrials and railroads.
