Abstract: | Frank Orren Lowden (1861-1943) was a lawyer, Republican politician, scientific farmer and Governor of Illinois. The collection contains personal correspondence, as well as correspondence related to Lowden’s business, political and agricultural activities. It also includes many early twentieth-century Republican brochures, pamphlets, and other political materials, drafts and texts of Lowden’s speeches and public statements, newspaper clippings, and scrapbooks. There are also several family photographs and several portraits of Lowden in the collection, as well as other memorabilia. |

Frank Orren Lowden was born in 1861 in Sunrise, Minnesota but spent his childhood in Hardin County, Iowa. His father Lorenzo was a blacksmith. Lowden grew up in rural poverty, attending school sporadically when he could put aside his chores on the family farm. By the age of fifteen, he had cobbled together enough knowledge to qualify to teach at a small school in Hubbard, Iowa. He spent the next five years teaching in a one-room schoolhouse and saving up for college, entering the University of Iowa at the age of twenty.
Upon completing his degree, Lowden worked as a high school teacher in order to save up for his continuing education, aspiring to become a lawyer. He spent his spare time learning stenography, which allowed him to quit teaching after a year and accept a job as a law clerk at the prominent Dexter law firm in Chicago in 1886. While still working during the day, he attended evening courses at the Union College of Law (now Northwestern University Law School), completing its two-year program in only one year and graduating as valedictorian in 1887. He passed the bar and began practicing law in Chicago soon afterward, becoming a senior partner in the firm Lowden, Estabrook & Davis in 1898. Lowden maintained his affiliation with Northwestern University long afterward and lectured on federal jurisprudence there 1899-1902. A meeting hall in the law school was later named after him for his service to the university.
In 1896 he married Florence Pullman, daughter of the Pullman railroad car baron, George M. Pullman, whom he had met aboard an ocean liner during a trip to Paris two years earlier. Their wedding was widely covered by the media, due to Florence’s immense wealth and the fact that she had had several elite suitors prior to her engagement to the more humble Lowden. Florence became known for her philanthropic pursuits, among them providing aid to Illinois soldiers during the First World War and later establishing Hilltop, a retreat for sick urban children at the family’s farm. They had one son, George Pullman (1897-?), and three daughters: Florence (1898-1988), Harriet (1900-1987), and Frances (1903-?).
Lowden’s avowal to support his family on his own income, rather than rely on the Pullman fortune was facilitated by his success in law and in business. His excellent reputation as a trial lawyer and his re-organization of the National Biscuit and American Radiator Companies brought him a significant personal fortune. His claim to being a ‘self-made man’ lent him credibility when he entered Republican politics in the late 1890s. Lowden’s earliest Republican political involvement was his work on William McKinley’s successful presidential campaign in 1896. After the election, he was offered the post of First Assistant Postmaster General, which he declined.
Though he never actively served in the military, Lowden was appointed Lieutenant Colonel of the First Regiment Infantry of the Illinois National Guard 1898-1903. This position earned him the title of “Colonel Lowden”, which would be often invoked in his later campaign literature.
In 1900, Lowden was a delegate to the Republican National Convention and in 1904 was a candidate for the Republican nomination for governor. He was defeated by Charles S. Deneen, who went on to become governor. Lowden then represented Illinois’ 13th District in Congress 1906-1911.
In 1916 he once again ran for and was elected Governor of Illinois. Described as “square cut in politics or out”, and said to milk his own cows whenever possible, Lowden established himself as a classic Progressive-era politician, committed to industry, direct democracy, and more efficient government. He supported agricultural development, bureaucratic restructuring, lower taxes, home rule for Chicago, improving public schools, and full suffrage for women. He was lauded for consolidating 125 government agencies into nine departments, a successful cost-cutting measure for the state of Illinois. Lowden also installed the first state budget in the country, and as a result was called in to consult the federal government on the development of a national budget.
During the steel strike of 1919, his refusal to use troops ensured Illinois was one of the only manufacturing states free of violence. He also passed child labor and workmen’s compensation laws – distinguishing himself from his father-in-law, whose coffin had to be encased in cement to prevent its desecration by labor activists angry over the treatment of Pullman Company workers and strikers.
Lowden served as Governor until 1921. He came close to becoming the Republican presidential nomination in 1920 and 1928, and he declined the nomination for Vice-President in 1924. He lost the presidential nomination to Herbert Hoover in 1928.
Lowden maintained his affiliation with the Republican Party and remained engaged with politics after 1928, but focused his energy on his experimental farming. In 1900, Lowden had purchased the 5,000 acre Sinnissippi Farm (originally Hemenway Farm), in Oregon, Ogle county, Illinois and spared no expense in modernizing it. In 1903, Lowden abandoned his law practice and moved his whole family to the estate. When President Coolidge offered Lowden the post of ambassador to England in the late 1920s, he refused, saying he and his family were happier to remain on the farm.
American farms at the turn of the twentieth century were becoming increasingly industrialized, particularly in the Midwest, where new machinery and techniques of crop specialization allowed the expansion of arable land and the creation of large-scale enterprise. Lowden considered himself a modern farmer in technology and in marketing, and he advocated selling directly to the consumer. He frequently hosted other farmers and planters to demonstrate his innovative methods. Sinnissippi soon became a lucrative dairy operation, producing close to 500 pounds of butter per week by 1915. Sinnissippi farm functioned additionally as a wild game preserve and observatory. Lowden also purchased two Arkansas plantations, South Bend and Florenden. He served as the president of the Holstein-Friesian Association, the United States’ largest dairy breed association, 1921-1930.
Lowden was also a proponent of proper forest management and reforestation. In 1938, Lowden invited the newly formed forestry department at the University of Illinois to conduct research on the developing pine forest in his farm; the forest still serves as a field laboratory for the university. By the 1940s, Sinnissippi had become a prominent tree farm and Christmas tree retailer and wholesaler.
After his retirement from active politics, Lowden focused his energy on experimental farming; however, in 1933 became a receiver for the bankrupt Chicago Rock Island & Pacific Railroad. Florence Lowden died in 1937, leaving her husband a significant fortune. Lowden retired to Tuscon, Arizona, where he died in 1943. In 1992, much of Sinnissippi farm was sold by Lowden’s grandsons to the State of Illinois, becoming the Lowden-Miller State Forest; the state acquired the remainder in 1993.
The collection includes correspondence, reports, political literature, including brochures, posters, speeches, and clippings, and other ephemera related to the political, business and agricultural activity of Frank O. Lowden, as well as his personal relations with his family and associates. In 1925, a fire in Lowden’s office destroyed and damaged a great deal of his files; therefore, some of the salvaged documents in this collection are singed around the edges and must be handled with care. Lowden’s personal files were, at various points, reorganized by his secretaries, according to topical, alphabetically and chronological systems, and the collection arrived in Special Collections in various stages. The present collection is the most comprehensive organization to date, including the various addenda, and is organized chronologically and alphabetically at the level of each series and sub-series.
Series I: Correspondence, contains Lowden’s incoming and outgoing personal and professional correspondence, as well as biographical information. Business correspondence includes his trusteeship of the Chicago Rock Island and Pacific Railroad Company, and his wife’s Pullman estates and industries. Material spans 1897-1943.
Series II: Politics, contains correspondence, reports, campaign materials, and other ephemera related to Lowden’s political activity, 1903-1943, notably including his gubernatorial campaign in 1916, and his presidential campaigns in 1920 and 1928. This series includes a great deal of Republican party political literature from the early twentieth century. Oversize items have been moved to Series VI, Oversize.
Series III: Public Speaking, contains speeches and public statements given by Lowden, as well as correspondence related to his public appearances, and speeches given by others, 1892-1941.
Series IV: Agriculture, contains reports, correspondence and other materials related to Lowden’s farming activities in Sinnissippi, Florenden and South Bend, 1900-1943. It also contains literature, clippings, and other materials related to farming interests Lowden was involved in, and advocated on behalf of, such as his work with the Holstein-Friesian Association. Oversize items have been moved to Series VI, Oversize.
Series V: Photographs and Memorabilia, contains photographs of Frank O. Lowden, his wife and family, and his business, political and agricultural associates. Notably, it contains several photographs of Lowden bidding farewell and welcoming home Illinois troops who fought in Europe during the First World War. It also contains memorabilia, including promotional pins and ribbons for his campaign, and Lowden’s membership cards in various political, business and social organizations. The series spans the years 1861-1943.
Series VI: Oversize, contains oversize materials, mostly promotional materials for Lowden’s 1916 gubernatorial campaign and maps of his South Bend property.
Series VII: Scrapbooks, contains Lowden’s scrapbooks and clippings. These are divided into politics, agriculture, and personal, with each category arranged chronologically. Material spans 1894-1937.

Business correspondence includes his trusteeship of the Chicago Rock Island and Pacific Railroad Company, and his wife's Pullman estates and industries. The material spans 1897-1943.
Subseries 1: Family, contains biographical information and correspondence between Lowden and his family, including his wife, Florence Pullman Lowden; his son, George (Pullman); his daughters, Florence, Frances, and Harriet; and his sisters, Alice, Eleanor, Eva, Isabel, and May. Correspondence with his daughters includes some correspondence with his grandchildren. Material spans 1903-1943 and is organized alphabetically by correspondent by first name.
Subseries 2: Chronological, contains personal and professional correspondence dated 1903-1925.
Subseries 3: Public speaking, this series contains texts and drafts of speeches and public statements made by and about Lowden in the period 1892-1942, from his speeches on jurisprudence at Northwestern University Law School through to his political speeches related to his gubernatorial and presidential campaigning 1916-1928, as well as speeches Lowden made after he scaled down his political activities in the 1930s.
Subseries 4: Business and Organizations, contains Lowden and his wife's business correspondence, including the Chicago Rock Island and Pacific Railway Company and Pullman estates and industries. This subseries also contains Lowden's correspondence with religious, political, and philanthropic organizations. Material spans 1898-1943 and is organized alphabetically by correspondent and topic. Colleges and universities are filed together under one heading.
Subseries 5: Copies, contains photostat and microfilm copies of Lowden's correspondence, particularly with Presidents. Material dates from the 1897-1943.

Series II: Politics, 1900-1936 |
This series contains correspondence, reports, campaign materials, and other ephemera related to Lowden's political activity, 1903-1943, notably including his gubernatorial campaign in 1916, and his presidential campaigns in 1920 and 1928. This series includes a great deal of Republican party political literature from the early twentieth century. Oversize items have been moved to Series VI, Oversize.
Subseries 1: Congressional, contains correspondence and campaign materials. Lowden was elected to Congress as a Republican from the 13th Illinois District in 1906. He served until 1911 (the 59th-61st Congresses). Material dates from 1906-1911.
Subseries 2: Gubernatorial, contains correspondence, petitions, clippings, and campaign literature, related to Lowden's gubernatorial campaign of 1915-1916 and his subsequent term as Governor of Illinois, 1917-1921.
Subseries 3: Other Political Appointments and Activities, contains general correspondence related to the Republican politics and projects at the state and federal level. It includes requests for political appointments, as well as endorsements and letters of recommendation written by Lowden in support of candidates for positions in politics and business. This subseries also contains correspondence related to the Upper Mississippi River Improvement Association, of which Lowden was an active member. Material is organized by topic. Requests for appointment date primarily from the beginning of Lowden's term as Illinois Governor in 1917. The remaining material spans 1900-1924.
Subseries 4: Presidential Nomination, 1920, contains correspondence, petitions, lists and other ephemera related to Lowden's 1920 candidacy as Republican presidential nominate.
Subseries 5: Vice-Presidential Nomination, 1924, primarily contains correspondence related to Lowden's declined nomination as Republican vice-presidential candidate in 1924.

This series contains texts and drafts of speeches and public statements made by and about Lowden in the period 1892-1942, from his speeches on jurisprudence at Northwestern University Law School through to his political speeches related to his gubernatorial and presidential campaigning 1916-1928, as well as speeches Lowden made after he scaled down his political activities in the 1930s.
Subseries 1, Speeches and Public Statements, 1892-1937, contains texts of Lowden's speeches, 1892-1937.
Subseries 2, Drafts and Reference Material, 1925-1938, contains unfinished or rough drafts of Lowden's speeches, as well as reference material used in the speeches, 1925-1938. Organized alphabetically, also includes a number of pamphlets, brochures, newspaper articles etc. referred to in Lowden's speeches. Correspondence and material for Lowden Chapter on agriculture for A Century of Progress, ed. by Charles A. Beard. Included among the correspondence are letters from Franklin D. Roosevelt, Henry A. Wallace and many other prominent men interested in the agricultural field, who commented on Lowden's manuscript

This series contains reports, correspondence and other materials related to Lowden's farming activities in Sinnissippi, Florenden and South Bend, 1900-1943. It also contains literature, clippings, and other materials related to farming interests Lowden was involved in, and advocated on behalf of, such as his work with the Holstein-Friesian Association. Oversize items have been moved to Series VI, Oversize.
Subseries 1: Sinnissippi, South Bend, and Florenden, contains correspondence and accounts related to the administration of Lowden's properties in Illinois and Arkansas. It includes agricultural reports. Sinnissippi, Lowden's 5,000 acre farm in Oregon, Illinois, was his primary residence after 1920. Here he focused on breeding shorthorn cattle and on dairy farming. He also owned two plantations in Arkansas, South Bend and Florenden. Sinissippi material is organized by topic. The Arkansas plantations material consists only of correspondence, organized chronologically. Material spans 1901-1942.
Subseries 2: Organizations and Individuals, contains correspondence, newsletters, publications and reports related to agricultural practice and government policy. Material is organized by topic and correspondent, and spans 1900-1943.
